批評發展局局長保育沙中線古井決定倉卒 要求局長收回成命

發展局局長昨天在未有進行獨立的專家研究，未有進行公眾諮詢的情況下，憑一己之意拍板公佈移除沙中線土瓜灣站工地J2古井及引水槽的安排，本人認為陳茂波局長是項決定顯然過份倉卒及缺乏理據。本人認為陳局長應立即收回成命，就有關的保育方案進行獨立研究和公眾諮詢，吸納更多民間智慧及保育方案，從詳計議。

本人認為身為古物監督的陳茂波局長明顯未有做好其古物監督職責，在完全未有掌握相關古蹟的歷史保育價值的情況下，令人相當失望。本人認為現時發展局局長兼任古物監督的安排有角色衝突，因為發展局局長的主要職責是規劃發展和工務工程，其着眼點肯定不會放在歷史文物的保育之上，因此有關架構必須作出檢討。

本人對古物諮詢委員會處理是次古井和引水槽保育項目處理亦感到相當失望，因古諮會明言在作出決定時曾經考慮沙中線的工程進度、通車時間和牽涉成本。本人認為作為獨立和專業的架構，古諮會應聚焦在研究古物古蹟的歷史保育價值，向公眾提出完整及有系統的分析及保育的方案，過程中也應吸納公眾及民間團體的意見，致力提升本地歷史文物保育的水平。本人認為古諮會在這點上必須作出檢討。

本人將繼續在立法會發展事務委員會跟進上述保育議題，亦要求發展事務委員會與民政事務委員會舉行聯席會議，邀請兩位相關的政策局局長就香港的歷史保育政策進行討論。
