摩天輪交接爭議 不容政府卸責

中環海濱摩天輪近日無預警下停運，今天行政長官作出回應，指「有關項目屬於商業項目，政府角色只是提供土地，新舊營辦商都要受到合約和招標文件規範，目前政府只能盡力從中調解，協助雙方磋商，不能隨意介入」。
政府不同官員先後就此事發言，但強調是商業爭議，目的只在於推卸政府責任。根據原有招標條件，摩天輪營辦商必須具有最少一年的相關經驗，中環摩天輪是近年中環海濱的新地標，這是非常重要的招標條件。
但新營辦商TECL僅於去年11月以一元成立，亦只能辯稱他們是由資深傳媒和娛樂專業人士組成的公司，具有超過25年經營主題公園、嘉年華及大型會議等經驗，政府當局必須作出交代為何新營辦商可符合招標條件。
另外，摩天輪用地由政府提供，亦由政府開出招標條件及批出短期租約，政府未能在事前預計交接爭議，及時作出相應安排，實屬失職失責。本人已去信政府，要求釐清發展局、商務及經濟局及地政總署在此事上的責任及跟進工作。
