呼籲「七一」聲討行政霸權

政務司司長今天在立法會會議席上回應本人就施政報告及財政預算案發表安排的口頭質詢時，表示行政長官在其任期內，將會繼續在一月發表施政報告，而財政預算案則會在二月底或三月初發表，更明言行政長官任期內不會檢討有關安排。政府回應本人提問時承認，原來兩輪公眾諮詢會縮減合併為一輪。本人認為此安排完全罔顧梁振英民望破產的事實，更表現特區政府根本沒有任何誠意回應社會就施政報告提出的反響而從善如流，調整施政，結果是一錯到底，社會被迫忍受政府的決定，或者激起社會猛烈抗爭，完全不是一個理想的施政態度。本人認為除非行政長官提早離職，否則局面不可能有突破，呼籲市民於七月一日上街，聲討視民意如無物的梁振英特首。本人重申：

1.    施政報告和財政預算案的發表時間相距只有約六星期，當中更包含農曆新年假期，政府當局根本沒有足夠時間在社會各界對施政報告作出回應後作出修訂，並在財政預算案中反映相應的資源分配變動；也就是說，發表安排完全沒有考慮如何積極及即時回應社會的意見；

2.    政府當局並未有充份考慮現時的發表安排可能帶來的缺點，而基本上是以特首的個人判斷和喜好為決策的依據；需知特首董建華當年採取類似的發表安排並未取得理想的效果，梁特首今天亦缺乏足夠理據作出發表安排的改動，惟一合理的解釋是特首根本沒有準備回應民眾對施政報告的反應，屬霸道之舉；

3.    合併施政報告和財政預算案諮詢只會使諮詢的重點側重於施政報告，財政司司長根本沒有足夠的空間聽取民意及與社會或議會互動，故本人將繼續強烈要求政府把兩個諮詢分開進行。
