濫用機密為藉口  剝奪市民知情權
解放軍雷達站批地詳情仍成謎

保安局局長今天以書面回應本人就大帽山解放軍駐港部隊雷達站及其用地批核詳情提出的質詢，惟局長的回應令本人及關注的市民感到相當不滿。政府當局的回覆基本上是完全迴避問題，答非所問，更以軍事機密為由拒絕提供任何資料，完全漠視市民的知情權。對保安局如此不負責任的回應，本人感到遺憾。

政府當局在答覆中列出香港現時十九處由駐港解放軍管理的軍事用地名單，但當中並未包括大帽山雷達站的所在地，政府進一步表示大帽山頂雷達站的用地屬政府土地，但未有交代向解放軍批出土地的過程以及未有將之納入軍事用地的原因。政府的做法難免令人憂慮政府可以在完全沒有透過任何公開程序的情況下把任何政府土地撥予解放軍駐港部隊使用。

本人促請政府當局立即公開批出大帽山解放軍雷達站用地的具體程序和法律依據，並說明有關程序如何符合現行《基本法》和《駐軍法》的規定。本人要求立法會保安事務委員會安排議程跟進此事。
