教育用地閒置嚴重 分配忽略教育發展 要求改善教育用地的規劃管理

教育局局長今天書面回覆本人就教育用地的立法會質詢，對於政府當局現時對各幅教育用地或空置校舍的管理機制，本人感到失望。本人認為任何教育用地必須優先編配作教育或相關用途。同時，政府在回覆中未有針對土地需求極為殷切的學前教育和大專教育提出具體回應。本人促請政府當局應積極考慮重新檢視教育用地的管理規劃機制，更不能輕易改變教育用地用途。本人認為：

1. 政府當局表示空置校舍只會優先編配予中小學校、特殊學校和國際學校，惟「其他教育用途則需要與其他政策局提出的用途競爭」，此做法令人難以接受；規劃作教育用途的土地應該優先編配作與教育有關的用途，特別是專上教育、學前教育及教育支援服務等；

2. 各合適的空置校舍應撥作學前教育用途；政府當局亦應研究各空置校舍將如何配合免費幼稚園教育政策的落實；

3. 為發展專上教育，教育局應積極爭取更多教育用地，以配合資助及自資專上教育的發展；

4. 政府當局應更積極處理社會關注有關教育用地的具體議題，包括前李惠利工業學院用地全幅闢為教育用途的訴求、粉嶺皇后山私立大學用地及正生書院爭取使用梅窩前南約中學校舍事宜等。
