新禽流感威脅逼在眉睫 港府須立即啟動應變措施

H7N9新禽流感已在華東地區大爆發，繼安徽及上海後，江蘇省亦出現4宗感染H7N9禽流感個案，全部患者情況危殆。截至今晨，內地確診個案已增至7宗，已有2人死亡，疫情亦蔓延至6個城市。由於香港與內地往來頻繁，港府須主動啟動應變措施，以免新禽流感在本港爆發，包括考慮何時停止自由行訪港及啟動跨部門應變小組。

昨天衞生防護中心總監梁挺雄與醫管局總感染控制主任曾艾壯討論H7N9疫情，會後他們召開聯合記招，呼籲醫護人員呈報懷疑個案，將患者隔離及進行快速測試；假如香港有確診個案，將提升警戒級別至危險級別。

雖然政府最近已進行小規模的傳染病演習，公民黨郭家麒認為，政府上述措施並未足夠。由於現時仍未能確認H7N9的傳播途徑，不可排除人傳人的風險，當局須立即落實下列措施：

1. 如本港鄰近地方包括廣東省及深圳市出現H7N9新禽流感確診個案，港府應考慮關口措施，包括停止自由行；
2. 政府應立即啟動跨部門應變小組，在關口檢疫、醫院聯網、社區設施、衞生教育等方面加強防範，並密切跟進事態發展；
3. 政府應考慮發出旅遊警示，提醒市民到疫情爆發省份旅遊時，要加強警惕及注意衞生；及
4. 關口及機場應要求來自受疫情影響省份，包括安徽、江蘇及上海的旅客填寫健康申報表；
