根據財務委員會會議議程第21條 對主席提出不信任動議

財務委員會主席陳健波日前出席一個電台訪問時，就一項未在財委會議程上的項目，發表主觀的言論，更指責反對有關項目的議員。公民黨立法會議員郭家麒，今日已去信財務委員會主席，向他提出不信任動議。

郭家麒議員指出，陳健波2018年10月27日一個電台節目上，就一項根本未在本委員會議程上的項目「明日大嶼」，已先有個人主觀意願，發表「可在十多小時就通過有關撥款」的言論；更把擬反對的委員形容成「歷史罪人」。

郭家麒認為陳的言論，是率先就該議題「劃線」作出決定，實在匪夷所思。他作為主席，在政府未提供文件予立法會，未了解議題的具體內容前，已先入為主，決定了個別議題所需的會議時間，是按照他既定的時間表，務求在立法會通過撥款。

而他作為主席，在議題並未上會前，已經對持不同意見的委員作出不恰當的攻擊，行為極不負責任。亦令委會對委員會主席失去基本信任。

郭家麒認為陳健波的言論極不負責，亦有違財務委員會主席應有的獨立、客觀及公正。認為已無法履行主席應有的職責。
