梁家傑回應西九超支

立法會監察西九文化區計劃推行情況聯合小組委員會副主席梁家傑批評，早於2008年，立法會西九龍文娛藝術區發展計劃小組委員會已委託專家，評估政府為西九所作的財務估算，當時已指出政府以每年通脹率為2%作為計算基礎，是嚴重低估了其開支，但負責西九項目的政務司司長唐英年剛愎自用，信誓旦旦向立法會保證，在取得一筆過216億元撥款後，不會再向立法會申請一分一毫，如今發現西九計劃的確如立法會預計般超支，政府必須承擔政治責任。

他質疑，林鄭指暫時不會再向立法會申請撥款，但無承諾將來不會再申請，而且政府改為自行全數負擔100億元的地庫建設費用，分明是暗渡陳倉，繞過正常程序為西九注資。他憂慮，種種開源節流措施可能會西九管理局「綁手綁腳」，影響發展西九的自主性，尤其是私人參與興建及管理場地，可能令營運者「只睇住荷包」，無法做到真正以香港人為本的「人文西九」。

梁家傑強調，林鄭下周三出席立法會「監察西九文化區計劃推行情況聯合小組委員會」會議時，必須全面交待所有「開源節流」措施、實質超支數目等，他並要求政府承諾改革現時的諮詢會，以對西九計劃發揮更有效的公眾參與及監察功能。
