要求召開特別會議討論免費電視發牌事宜

昨日(10月15日)政府公佈決定只發牌予有線電視及電訊盈科，而未有接納香港電視的申請，引起全城共憤。

本人嚴正批評當局審批過程「黑箱作業」，未能清楚解釋為何選擇性發牌。現促請政府盡快公開審批文件及詳細交代其理據，否則不能釋除香港人對當權者意圖控制媒體意識形態及政治打壓的憂慮，對進入市場的新競爭者不公道。

由於事件涉及重大公眾利益，市民有權知道當局審批理由。本人要求事務委員會盡快召開特別會議，邀請相關官員出席及公開交代審批過程和詳細準則，以及各牌照申請人成功與否的理據，亦同時邀請受影響的牌照持有人和申請人表達意見及向當局提問。

本人知悉上次會議中，委員們同意本月內安排有關無綫及亞視違規的特別會議，但因事件現有戲劇性發展，發牌結果與市民期望落差甚遠，希望  閣下能盡快回覆及安排。
