油尖旺區議員余德寶明提反對政府「一地兩檢」文件

公民黨油尖旺區議員余德寶聯同區議員林健文向區議會遞交「守住香港 反對一地兩檢」文件（見附件），要求議會聯合民間力量，反對特區政府的方案。有關文件將於明日（9月28日）區議會會議討論。
余德寶與林健文在文件內指出，特區政府方案嚴重違反《基本法》，引入內地法律摧毀香港法治制度的完整性，「一地兩檢」等同「割地兩檢」，「一國兩制」走向全面失敗和消失，而按照最基本的法律原則，租賃不能把司法管轄權割讓予承租者，故無論任何形式，都不能容許內地在承租的高鐵站及/或列車執行內地法律。二人亦憂慮有關方案會為「一國兩制」打開巨大缺口，等同將內地法律邊界移動到香港的心臟地帶，「一國兩制」的基礎便土崩瓦解。
公民黨認為，在內地福田站設立香港口岸執行一地兩檢就可以避免違反《基本法》，所有乘客在福田一併完成出入境、清關及檢疫手續，真正將政府一直宣傳的深圳灣模式應用在福田，方為上策。
