法定圖則難保郊野公園 最多可建逾三千間丁屋 反對不包括土地進行發展

發展局局長今天回覆本人提出的書面質詢時，表示會在2013/14年度內，把所有的郊野公園不包括土地納入發展審批地區圖。本來把不包括土地納入法定規劃圖則可以有助凍結該等土地的用途於現時狀態，但基於不少已納入或將納入法定規劃圖則的土地內仍然包含作「鄉村式發展用途」的土地，變相准許屋宇發展，對郊野公園構成破壞，很大可能會重演發生在海下、白腊及鎖羅盆的情況，因此本人認為政府當局應積極考慮參考在西灣、金山及圓墩的做法，把所有不包括土地納入郊野公園範圍。

根據政府當局提供的資料，目前由發展審批地區圖覆蓋的不包括土地共24幅，總計作鄉村式發展的用地面積為23.32公頃，估計最多可興建約3331間丁屋。本人認為即使政府明言「沒有計劃把郊野公園用地改為住宅用途」，如果單單於不包括土地作鄉村式發展興建別墅式私人屋苑，已足以嚴重破壞郊野公園的環境。因此，本人認為所有不包括土地均應停止發展，把寧靜的郊野還給全港市民。
