浪費十年 遲好過無 陳家洛要求特區政府立法推行廢物徵費計劃

可持續發展委員會公佈推行廢物徵費計劃的方向為「按戶按袋」收費，並應在工商界和家居同時全面推行，立法會環境事務委員會副主席、公民黨立法會議員陳家洛表示歡迎委員會訂定的方向，並認為「按戶按袋」為最有效推動全面實行源頭減廢和回收再造的生活模式。不過，陳家洛指出，特區政府早於2005年公佈的《都市固體廢物管理政策大綱(2005-2014)》中提出在2007年向立法會提交有關「都市固體廢物收費計劃」的法案，惟現今遲延起碼十年，他慨嘆「特區政府就此白白浪費十年光陰。」

針對委員會提及30至44元的收費水平，陳家洛認為，委員會應交代當中的運算詳情；而在建議設立的過渡期中，陳家洛指當局亦應研究訂立「免收徵費率」，為基層人士及廢物量產生量偏低的人士提供減免安排。

陳家洛要求特區政府在接收和考慮委員會提交的方案時，同時著手展開法律草擬工作，讓立法會及公眾得以盡早了解有關細節，以盡快立法，以污者自付的方式推動源頭減廢。
