湯家驊解釋普選特首建議

立法會議員湯家驊早前以個人名義，提出普選特首方案，建議提高提名委員會的民主成分，由現時1200名選委增至1514人，並開放投票權予業內人士。鑑於社會現時對此建議的選民基礎存有誤解，因此湯家驊議員今日召開記者會詳盡解釋其建議的內容。

湯家驊認為，1200名選委會中，由香港市民直接選出的選委僅得40人(即35名地區直選議員及5名「超級區議會」議員)，由全港市民選出的選委，僅佔3.3%。因此，湯家驊建議，取消現今第四界別內由所有區議員(包括委任及當然議員)，選出117名選委的安排，改為擴大至由約347萬選民選出之所有民選區議員成為當然提委會委員。湯家驊重申，他的建議將擴大選委會的民主成分，在1514名選委中，由全港市民一人一票選出的選委(即431名區議員)，達28.5%。詳細分佈如下︰

另外，湯家驊議員根據統計處於11月發表的《香港統計月刊》，推算出第一至三界別的選民基礎，將由現時約24萬增至約100萬人。各界別的建議選民分佈如下︰

社會福利界(輔助服務人員)︰133,748人
體育、演藝、文化及出版界︰126,635人
總數︰291,509人

第一至第三界別的選民人數大約為︰1,008,175人
