先通知港澳辦主任王光亞

行政長官梁振英早前承認，在宣布開徵買家印花稅(BSD)前一天，因有「內交」與「外交」需要，故先致電港澳辦主任王光亞通知對方有關的決定。公民黨立法會議員湯家驊，對於政制事務委員會未有接納本人的建議，召開特別委員會跟進事件，感到遺憾。湯家驊重申，由於事態嚴重，認為有必要召開特別會議，容許議員有機會直接向政府官員質詢，讓官員親自回應，以釋公眾疑慮。

鑑於事態嚴重，湯家驊已作出連串的跟進行動，包括致函予政制事務委員會，要求召開特別會議，並在本周三的立法會會議，向政府提出書面質詢，要求政府交代有關事宜，以及推行新政策之前通知內地官員的準則。對於有意見指，視乎本人是否滿意書面質詢的結果，再決定是否需要召開特別會議，本人不敢苟同，認為書面質詢有別於口頭質詢，書面質詢無法讓本人就當局的回覆作出跟進。因此，湯家驊重申，應召開特別會議，除了容許議員有機會直接向政府官員提出質詢，亦可讓官員親自回應，以釋公眾疑慮。

湯家驊批評，梁振英的解說自相矛盾、砌辭狡辯，認為「政策不止影響內地人，亦影響外國人，惟梁振英只向內地官員泄密，此舉等同邀請中央干預香港內政，損害『一國兩制』。」湯家驊亦質疑，此舉有違行政會議保密制之嫌。
