特首成立委員會放生湯顯明
立法會應用特權法調查

特首梁振英今日（5月2日）宣佈，因應前廉政專員湯顯明在任期間多次到內地訪問，並豪花公帑送禮及宴請內地官員等事宜，成立「廉政公署公務酬酢、餽贈及外訪規管制度和程序獨立檢討委員會」，檢討廉署現行的酬酢及外訪制度。公民黨法律界議員郭榮鏗表示遺憾，因行政長官若要認真追查湯顯明事件，應根據《調查委員會條例》成立獨立調查委員會，惟梁振英現在只成立「檢討委員會」，而該委員會缺乏傳召證人和證供等重要法定權力，無異於放棄追查湯顯明的外訪及酬酢醜聞。

郭榮鏗表示，梁振英拒絕成立獨立調查委員會，而檢討委員會的職能範圍又偏重於檢討制度上的不足，實有「放生」湯顯明之嫌。有見及此，郭榮鏗認為，立法會更有必要和理由引用《立法會(權力及特權)條例》調查湯顯明，因此將於明天（5月3日）的內務委員會中，提出引用《立法會(權力及特權)條例》的建議。
