答非所問 刻意迴避　政府難脫政治拘捕嫌疑

保安局局長在今天的立法會會議上，以書面回應本人就警方在事發22個月後才拘捕一名曾參與2011年七一遊行的女子的質詢。局長的回覆中花了大量篇幅解釋警方的執法程序和評論事發當日的情況，卻只相當簡單地回覆本人的主體提問，更未有提供相關的統計資料，明顯是在迴避問題，令本人感到相當失望。政府既然不想就本人的問題回答提供數字，本人認為陳玉峰小姐是一位被警方秋後算賬的市民，目的是製造白色恐怖。

政府答覆中表示93名被拘捕的示威者，「被捕人士其後被安排保釋或暫獲釋放」，本人對於政府以「暫獲釋放」來表示感到憂慮，當中「暫獲」二字是否表示警方可以隨時再次拘捕他們？

同時，答覆中亦未有說明為何警方會在一段長時間後才採取拘捕行動，反而引起了更大的疑問。根據回覆，警方早在2012年1月已展開拘捕行動，於本月被捕的女子亦在名單之列，而警方在回覆中提出的原因明顯與警方的一貫做法和效率出現極大差異，難以令人信服。本人認為此舉是無私顯見私，反映警方行動的不合理，鞏固了政治檢控。

本人促請政府當局盡快提供更多資料，切實和正面回應本人的質詢。若執法機構淪為打壓異己的政治工具，將直接打擊香港的形象。
