置富山谷牛奶牧場古蹟評級的不足之處

民間組織「南區綠化地改劃關注組」(關注組) 自2015年發現薄扶林置富花園旁邊的一幅政府官地內有過百年牛奶牧場遺跡、瀕危及易危生態和幾十棵珍貴古樹，一般稱為「置富山谷」發現，引起社會及國際組織關注，不但成功說服政府放棄在該幅土地發展房屋，改用其他附近棕地。關注組亦已向世界文物基金會(World Monument Fund)提名2018年世界文物監察名單 (World Monument Watch 2018)，及已申請香港城市規劃委員會申請把置富山谷改劃為「生態古蹟公園」，現正在排期聆訊。

其間關注組向古物諮詢委員會提交有關山谷內的古蹟發現，古諮會已於2017年6月就薄扶林牛奶牧場部份古蹟進行評級，但由於古詻會部份委員的評級標準原故，只評為三級。關注組認為評級結果不能接受，因為古諮會對古蹟的興建年份出錯，亦忽略了,「文化古蹟地景」的國際保育概念，未有考慮整體古蹟群的歷史文化價值，及人文歷史價值等重要因素。

事實上，古諮會主席林筱魯亦呼籲委員在評級時，應將建築群作整體考慮，而古諮會委員謝淑瑩亦提出，「歷史評級不應單看建築本身，更要考慮該建築的社會及經濟背景，而舊牛奶公司紀錄了一個時代的經濟活動，即使散落山頭各處，仍有其價值。」[1]

舊牛奶牧場不但是戰前亞洲最大的牛奶牧場，香港現存難得的工業古蹟，而且在置富山谷周圍，有多項相關的重要歷史文物，包括(1) 舊牛奶公司高級職員宿舍 : 薄鳧林牧塲，正以第四期活化計劃推行，(2) 2014年世界文物監察名單列為中國文化遺產的薄扶林村，(3) 法定古蹟伯大尼修院及(4)法定古蹟薄扶林水塘等。而且牛奶公司創辦人白文遜醫生既是孫中山先生的老師，亦是傳染病學權威，整區的歷史、人文價值珍貴，必須全面以文化地景概念進行保育。
