育兒敬老 扶助中產 公民黨稅務「雙甜招」

公民黨趁財政預算案發表前到政府總部請願，公民黨黨魁梁家傑指出，本年度的施政報告忽略中產及中小企的需要。公民黨一直倡議十大稅務優惠幫助中產紓困，同時建議財政司司長於本月26日發布的財政預算案，增加稅務優惠「雙甜招」，照顧上有高堂、下有幼子的中產。
立法會議員陳家洛表示許多中產家庭在生兒育女時有很多顧慮，既需要交稅，亦要平衡教育、醫療、起居照顧的開支，許多中產因而放棄生育。政府人口政策的討論只是點出問題，沒有建議改善的方法。因此，公民黨建議育兒甜招，鼓勵生育，照顧中產家庭的需要。納稅家庭生育後的首三年可獲退稅，上限為每年$36,000，以減輕父母的負擔，同時讓父母有更多資源預備孩子日後的發展。
立法會議員郭家麒認為施政報告漠視中產，雖然政府建議醫療券加至$2,000，但亦只是杯水車薪，無法應付長者醫療費用。公民黨建議敬老甜招，增設父母醫療費用免稅額，上限為每年$50,000，為父母支付本地醫療費用，包括手術費、中西醫及牙醫，該費用可在報稅時扣除，以減輕要照顧年長父母的家庭的負擔，同時讓年長父母有較好的醫療照顧。
