致張炳良信件：查詢高鐵工程進度及開支詳情

張局長：

查詢高鐵工程進度及開支詳情

據今日傳媒報道，最新的高鐵文件顯示工程最會延誤至2016年11月才能峻工，而整項工程的開支將會大幅上升。就此報道，  閣下及港鐵主席錢果豐博士均回應，原訂的2015年完工目標可以達到，亦不會超支。

就此，本人有以下跟進查詢：
1.    由於西九龍總站承建商的趕工文件清楚指出，有關工程需於2016年才能完工，當局有何具體計劃確保能達到原訂的2015年完工目標？即使能夠全速趕工，這是否代表當局需使用更多額外公帑以追回時間？如是，具體趕工計劃及開支詳情為何？如否，當局可否承諾不會就此工程使用額外公帑？
2.    鑑於以往曾有其他工程的分項開支被調動，以盡量減低整體項目的總額。當局可否詳細列出現時高鐵各分項使費及其時間表，向市民清楚交代工程詳情？
