蕭規曹隨 刻意拖延 政府處理私人會所用地欠誠意

民政事務局局長今天回應立法會一項有關私人遊樂場地契約的質詢時，明言會延續絕大部份的契約，為期十五年，並表示已延續合約的七個私人會所承諾的對外開放時數遠高於基本的規定。本人認為有關回應反映政府根本沒有認真處理私人遊樂場地政策的誠意和決心，讓人感到相當失望。本人認為此情況將可能窒礙香港普及運動的發展。本人認為：

1. 十五年的續約年期只是蕭規曹隨，無論是政府檢討相關政策所需的時間，還是各私人會所適應新政策所需的時間，都不至長達十五年，故十五年的續約年期並不合理；政府當局似乎是想把問題再拖延十五年，無意積極處理；

2. 政府當局並未顯示監管私人會所執行私人遊樂場地契約的決心，政府的回覆中完全沒有提及如何監管私人會所按照契約的條款和各會所的承諾對外開放的時數；本人認為政府當局必須建立更透明和全面的制度進行監察，並積極地執行；

3. 政府當局應該把續約的年期縮短，並盡快完成有關政策的檢討工作，政府也應積極執行土地契約條款，一旦有承租人未能按契約條款或其承諾的時數對外開放場地，應考慮提早收回有關土地。
