促政府改善行政立法關係
 
內務委員會今日總結本年度會期的工作，身兼內務委員會副主席的公民黨立法會議員湯家驊形容，行政立法關係劍拔弩張，直指「政府推行政策、提出法案前，所進行的前期工作不足，未能掌握反對聲音。」湯家驊促請政府多聆聽各黨派的意見，以改善行政立法關係。

內會逢周一都會與政務司司長林鄭月娥開會，討論行政立法問題，湯家驊形容，雙方合作暢順、林鄭月娥處事有效率，及願意聆聽不同的意見，「即使提出有關泛民主派有關的議題，或許司長的回覆並不稱心滿意，但她也樂意聆聽。」

至於拉布的責任誰屬？湯家驊直指︰「倘若行政立法關係健康，拉布的機會便會減少。」湯家驊續說，關鍵在於政府推行政策，或提出法案前，所進行的前期工作不足，未能掌握社會的反對聲音，預先解決爭拗，導致行政立法關係劍拔弩張。

湯家驊說，本年度所處理的法例較少，但附屬法例較多。湯家驊指出，由於附屬法例需按其緊密的時間表去完成審議，令議員所承受的壓力較大，直言︰「由於拉布的關係，導致限奶令的修訂無法審議，影響海關前線員工的執法。」湯家驊呼籲政府，應掌握提交法案的速度及時間編配，避免大量法案積壓於期末才處理。
