要求吳克儉就考評局花紅事宜解畫

教育局局長今天在立法會會議上就本人提出，有關考評局資助制度的口頭質詢，以及兩項由其他議員提出，有關考評局花紅事宜的書面質詢時，表示自己沒有就派發花紅作出具體決定，又指毋須檢討現行的考評局營運方式及資助制度。本人認為吳克儉局長的回應令人非常不滿，更突顯局長企圖推卸責任，拒絕承擔曾經容許考評局派發花紅的決定，對考評局面對質疑置若罔聞。本人認為：

1. 吳局長表示自己只參與2011年考評局委員會就以一次性花紅形式鼓勵考評局員工的原則性決定的討論和議決，但沒有參與2012年8月考評局委員會就派發花紅的安排的決議，完全是推卸責任的表現，因吳局長擔任考評局主席期間，考評局已不只一次決定以花紅形式鼓勵員工，而2012年8月的考評局委員會只是按照有關原則作出具體執行決定，故派發花紅的決定是基於吳克儉先生帶領的考評局於2011年作出的決定，吳局長實在責無旁貸；

2. 吳局長完全無視考評局人員需要為平衡財政而需要花大量的時間和精力舉辦專業及國際考試以賺取額外收入，令人手緊張及工作量增加，局方亦很難透過申請額外撥款應付完善硬件和軟件的需要，政府當局必須正視問題，立即檢討考評局的資助制度，讓考評局有足夠資源改善編制和讓考評局人員能集中在公開考試的工作之上。
