要求政府發出三個新免費電視牌照

泛民主派今日聯同部分建制派立法會議員發表聯署文件，呼籲政府發出三個新免費電視牌照。

公民黨黨魁梁家傑促請行政長官梁振英批出第三個免費電視牌照時表示，「人誰無錯，但要知錯能改」，現時已有部分建制派成員見到清晰民意，聯署支持發出第三個牌照，梁振英應糾正錯誤決定。他質疑，梁振英連市民回家看電視權力都剝奪，如何算是「施政為民」？

公民黨立法會議員毛孟靜指出，只要梁振英願意改弦易轍，別一錯再錯，立法會便毋須引用特權法，香港電視主席王維基亦不用司法覆核，節省香港很多公共資源和人力物力。她又稱，如果梁振英想找下台階，大可以表示政府會重新考慮發牌，例如半年內容許王維基再申請等。

公民黨湯家驊議員直指，梁振英的施政是「日錯夜錯」、「大錯特錯」，認為特區政府誤解、誤用廣播條例。湯家驊解釋，廣播條例內有完整的競爭法條文，是倡議競爭，並非反對競爭，而法例並沒有以防止競爭為由拒絕發牌之條文。相反，法例容許任何認可人士舉辦或申辦廣播牌照。

湯家驊形容，香港是一個崇尚競爭的地方，質疑為何梁振英要「扮主宰」，剔除或篩選任何競爭者，「為何梁振英在3個申辦人中剔除其中一個？這是不合法、不合情、不合理及不合政策。」湯家驊質疑特區政府及律政司是否真正了解廣播法律及政策。
