譴責保安局局長沒交代事實

保安局局長黎楝國今天回覆郭家麒議員就「國家安全委員會對香港政府工作的影響」的口頭質詢時，沒有盡責向立法會清晰交待事實。本人必須指出，中華人民共和國香港特別行政區《駐軍法》第26條就有「香港駐軍的國防等國家行為不受香港特別行政區法院管轄」的規定。《駐軍法》乃其中一條自回歸以來適用於香港的「全國性法律」，因此，本人對保安局局長表示遺憾，並敦促保安局就何謂「國防等國家行為」所涉及的相關法律問題展開研究。

本人要求保安局盡快就「國家安全委員會對香港特別行政區的影響」一事上向中央索取完整資料，並已去信保安事務委員會要求跟進。
