財政預算案 – 公民黨建議 育兒敬老　稅務「雙甜招」

施政報告忽略中產需要，坊間又傳出財政預算案會「少甜」，中產將苦不堪言。公民黨呼籲政府作出稅務優惠，讓上有高堂、下有幼子的中產可以鬆一口氣。

育兒甜招
生育首三年退稅，上限為每年$36,000
–        生育後的首三年可獲退稅，以減輕父母的負擔，同時讓父母有更多資源預備孩子日後的發展。

敬老甜招
父母醫療費用免稅額，上限為每年$50,000
–        為父母支付本地醫療費用，包括手術費、中西醫及牙醫，該費用可在報稅時扣除，以減輕要照顧年長父母的家庭的負擔，同時讓年長父母有較好的醫療照顧。

另外，公民黨就薪俸稅稅務優惠作出十項建議，包括「醫療保險保費免稅額」、「租住私人物業免稅額」等，已刊列在公民黨就施政報告和財政預算案提交的意見書(可按此瀏覽)內。

公民黨建議十項稅務優惠：

  • 新增「醫療保險保費免稅額」，上限為每年6,000元，鼓勵具經濟能力的市民購買醫療保險，減輕公營醫療的負擔
  • 新增「租住私人物業免稅額」，讓本身無自置物業又正租住私人樓宇的人士，享有稅務優惠，上限為36,000元
  • 設立以12,000元為上限的強制性公積金自願性供款扣稅額
  • 為紓緩中產人士的負擔，增加薪俸稅個人免稅額至126,000元，已婚人士免稅額增至300,000元
  • 進一步增加子女免稅額及課稅年度新生嬰兒免稅額
  • 供養父母／祖父母／外祖父母免稅額及額外免稅額升至48,000元；供養兄弟姊妹免稅額至40,000元
  • 單親免稅額升至126,000元
  • 傷殘受養人免稅額升至80,000元
  • 提高個人進修免稅額上限，由８萬元加至10萬元，並將新畢業生償還學生貸款的支出(包括資助專上課程學生資助計劃及免入息審查貸款計劃)，全數納入免稅額內
  • 延長樓宇按揭供款利息免稅額的年期限制至20年，最高款額150,000元
