超過六成市民贊成永久撒銷外傭徵費

公民黨於2008年11月15日至21日就外傭稅以電話方式進行了一項問卷調查，以了解市民對撤銷或保留外傭稅的意見，成功訪問了683人。於問卷 調查中，近半數的受訪者每月收入少於二萬，屬於基層人士。在問卷調查中，有近七成市民贊成政府撤銷外傭稅，受訪者之中有超過半數的市民，認為外傭稅應該永 久撤銷，四成受訪員則贊成暫停徵收五年外傭稅。在受訪者當中，超過六成人未聘用外傭，由此可見反對外傭稅有廣泛民意支持，而該意見亦不是基於經濟利益考 慮；縱使政府保留外傭稅，過半數受訪者也會繼續聘請外傭，可見外傭稅的影響深遠。此外，六成受訪者贊成只撤銷外傭稅，而保留輸入外地勞工的徵稅。

公民黨認為外勞稅與外傭稅有著根本性的差異。外勞的引入，目的是為了使商家賺取更多收入，而聘請外傭則是因為僱主需要家傭來處理家務，以方便僱主服務社會。再者，輸入外勞的商家有責任培訓本地勞工，增強本地的就業機會，因此外勞稅是適當稅收。

今天(26日)審議法案條例委員會已接納湯家驊議員早前提出的建議，由委員會提出修訂，永久撤銷外傭徵費。
