運房局袒護港鐵 延誤算法明誤導港人

港鐵觀塘綫本月五日發生信號故障，由當日早上十一時起至晚上九時出現延誤，事故超過十小時才完成修復，運輸及房屋局表示，港鐵須為今次事故撥出200萬元，明年透過票價優惠回饋乘客。
運房局在提交立法會的文件解釋，由於事發當日觀塘綫仍維持服務，因此延誤是以列車走完全程的時間，與正常行車時間比較，而當日觀塘綫受延誤最長的一班車，延誤時間為八十三分鐘，因此按機制罰款200萬元。
然而，運房局計算延誤的方法，明顯誤導港人。當日事故對市民的影響，足足超過十小時，但原來只需在事故中維持有限度服務，就可以不理會事故時間長短，只計算最長廷誤的一班車，做法明顯誤導公眾及立法會，亦有欠公允。
眾所周知，政府擁有港鐵公司約76%股份，同時港鐵公司的主席是由政府委任、董事局成員中亦有4名是政府高官。明顯政府是有充份的理由去袒護港鐵。
運房局是次以誤導的算法為港鐵計算延誤時間，並無以市民的利益為依歸，運房局局長陳帆實在是難辭其咎，亦開了缺口讓港鐵未來可以迴避責任，公民黨立法會議員郭家麒對此十分遺憾，郭家麒表示將會在立法會相關委員會跟進事宜，同時呼籲運房局必需立刻修正，運房局局長陳帆亦應立即向公眾交待。
