還我清新空氣 反對擴建堆填區

將軍澳堆填區已經運作了差不多20年，而且是三個仍然運作的堆填區中，最接近民居的一個，所以，多年來居民忍受臭味、沙塵、垃圾佈滿大街及碼路之苦。縱然居民不斷投訴，但政府各部門只是採取愛理不理的態度。

按照計算，將軍澳堆填區可於2014/15年爆滿，而居民期望可以因此而關閉堆填區，他們不再受臭味影響，但政府卻提出擴建計劃，並希望在這個立法年度取得撥款，居民大表不滿。

湯家驊議員辦事處及公民黨新界東支部在區內開諮詢會及進行街頭簽名，短短數小時已經收集了大批簽名，市民表示，雖然今次環境局要擴建將軍澳13公頃堆填區，並會在居民的五點訴求做工夫，包括：改善環保大道的空氣質素；貨車流量；氣味；塵沙與及貨車滲漏和廢物拋出車外的問題，又表示擴建區只收納建築廢料，所以氣味及貨車流量，就會隨沒有家居固體廢物進出而減半及改善。但居民均表示未能盡信環境局的承諾，因為現時的臭味及垃圾處理的問題都未能解決，他們又怎可以保證日後的改善措施奏效？不同的垃圾車運輸商會對政府部門的要求，言聽計從？。

今天，政府就三個堆填區計劃到立法會聽取市民意見，湯家驊議員辦事處及公民黨新界東支部今天帶同居民簽名，藉此反映市民的反對意願。

本會重申︰
1.        不能匆匆通過擴建堆填區計劃，尤其將軍澳堆填區太接近民居，政府務必要落區全面諮詢，取得居民共識，才可推行。
2.        堆填不是處理廢物的方法，沒有做好源頭減廢，最終堆填區亦會再擴建，關閉無期，政府落區諮詢，需要提出減廢的成功措施及數字，好讓居民知政府減廢的決心及效果。
3.        對於現時受堆填區空氣及環境影響的居民，政府應繼續推行現時所提出的短、中、長期的改善措施，令居民可以受惠。
