促政府完善規管自資專上院校

教育局局長在今天的立法會會議上回覆本人就自資專上院校和課程提出的書面質詢，指近四成自資專上院校出現超收情況，本人認為情況完全不能接受。回覆又列出不同院校收取的報名費和留位費，本人認為各間專上院校應該公開從該等費用取得的收入總額，政府當局亦應就有關收費制度進行檢討。

根據統計數據，部份自資專上院校超收情況極為嚴重。在2012/13學年(至2012年10月初的數字)，香港大學轄下兩間自資專上院校的副學士課程，超收學生分別超過1,000名，超收比率則介乎近四成至六成之間。政府當局提供的本學年數字，更只包括新學制下畢業生的統計數字，如果連舊制畢業生一併計算，情況肯定更加嚴重。

本人認為：

1. 院校超收學生將有可能嚴重影響課程質素及院校教師的教學效果，更會影響學生的學習環境，校園設施供應緊張亦將對師生構成負面影響，政府當局必須嚴格監察專上院校的運作，避免超收的情況繼續發生；

2. 各專上院校必須公開每年的報名費和留位費的收入，讓公眾瞭解有關款項的數額和用途；

3. 政府當局當然需要尊重各大專院校的運作自主，但同樣亦應該積極主動地保障所有莘莘學子的合理權益，避免大專院校濫收費用。

本人將致函教育局繼續跟進此事，要求政府當局加強對自資專上院校和課程的規管。
