陳家洛回應政府擴大膠袋徵費 – 「釐清豁免範圍 加強監管教育」

釐清豁免範圍  加強監管教育
支持進一步擴大膠袋徵費

政府當局今日宣佈將擴大膠袋徵費的規管範圍至所有商戶，並把所有平頭膠袋納入規管範圍之內，而只有基於「食品衛生問題使用的膠袋」才獲得豁免。本人原則上支持擴大規管使用膠袋的範圍，但按照政府當局現時提交的資料，尚有不少細節需要澄清，政策落實的過程中亦需要多方面的配合，故政策落實時必須有足夠的公眾教育和監管。本人認為：

1.    現時建議豁免徵費的範圍並不清晰，引致對商戶及消費者不便甚至混淆，政府當局必須就豁免範圍制訂清晰的法律定義並提供指引，並進行公眾教育及宣傳，聽取公眾意見；

2.    政府當局必須建立一套有效的機制，確保不同的商戶遵守新的膠袋徵費制度，向索取膠袋的消費者徵收款項；若缺乏監管及跟進的機制，規管濫發膠袋的政策無形中等同倒退；因此本人建議當局為業界建立一套簡易的定期報告系統，讓公眾及當局可根據獲得的數據衡量此項新政策的成效，作為下階段檢討的基礎；

3.    政府從現行的膠袋徵費中每年獲得千萬元計的收入，應該撥出更多資源，透過不同的公眾教育和宣傳活動，推廣新的膠袋徵費計劃，鼓勵市民減少使用膠袋；

4.    政府當局至今仍未能落實《都市固體廢物管理政策大綱(2005-2014)》中提及的目標，政府當局必須更積極地制訂和落實廢物管理政策；擴大膠袋徵費只是其中的一小步，盼當局必須盡快提出新一輪《都市固體廢物管理藍圖》，諮詢公眾。
