陳家洛回應淘汰歐盟四期以前柴油商業車輛方案

政策原則必須堅守  特殊情況應予體恤
回應淘汰歐盟四期以前柴油商業車輛方案

來自不同政黨的議員在今早舉行的立法會環境事務委員會會議上，就政府強制淘汰商用柴油車及資助計劃表達了不同的意見。本人認為部份意見和聲音值得商榷，必須在此表達本人的看法和立場。本人認為：

1.    把原來強制換車的安排改為自願性質的建議並不可取，從以往類似自願計劃的成效可見，此舉將大大削弱政策的效果，完全扭曲了政策的原意；針對那些依賴商用柴油車營運維生的從業員，政府當局應在現行政策建議的框架下了解情況後，再爭取社會同意向他們提供支援；

2.    有政黨提出政府當局必須大幅增加資助金額的建議並不合理，因任何商用柴油車均有一定的使用年限，業務經營者實在有責任承擔更換車輛的部份款項，故政府未必需要大幅增加資助總額；

3.    因應車齡較高的柴油車產生較多的污染物而向車齡較高的車輛提供較多的資助，政府當局反而應該因應個別物流運輸從業員的困難和需要，考慮調高資助金額，爭取他們支持淘汰歐盟四期以前柴油商業車，達致改善空氣質素及市民健康的目的。
