陳家洛就海事處運作檢討工作小組的組成去信特首

海事處運作檢討工作小組的組成

政府當局因應南丫島海難獨立調查委員會的報告，成立一內部調查小組，就是次海難和海事處的內部運作進行調查和檢討。有關工作小組的主席，即海事處副處長，曾經負責主管有關驗船、發牌和批核船隻圖則等工作。有關安排已令公眾產生調查可能涉及角色
衝突的問題。同時，海事處指調查小組將會調查該處屬下人員是否涉及失當行為，此舉讓人質疑身為調查小成員的首長級人員和海事處處長是否不會在調查範圍之列。

本人認為上述安排，已大大影響調查的完整性、獨立性和公信力，現特致函 閣下，尊重受海難事故影響的巿民的感受，要求政府當局重新成立一個層次更高更獨立的調查小組負責上述工作，並詳細交代調查工作的計劃和公開相關的資料和報告。本人建議有關工作最少應交由相關政策局的高層官員負責，以回應公眾的疑慮和批評。
