陳家洛就發展局妄顧程序公布賣地計劃事宜去信申訴專員及發展事務委員會

發展局涉罔顧程序公布賣地計劃事宜

上星期發展局局長公布2013-2014年度賣地計劃時，公布將會把前香港專業教育學院李惠利分校用地等一共22幅仍未完成改變規劃用途程序的土地納入新財政年度的賣地計劃。然而，局長日前卻在其網誌撰文，表示「政府計劃將2013/14年賣地計劃表上的46幅私人住宅用地，全數推出市場」，又指「而今年預算案上這個數字是實質供應量而非可供應的能力」，予人感覺是所有用地均一定會成功被改劃為私人住宅用途土地出售。惟鑒於上述多幅土地的改變規劃程序仍未完成，能否利用作住宅用途仍存在重大變數，本人認為發展局此舉可能會向市民發出錯誤的訊息，亦對城市規劃委員會處理改變規劃的程序構成壓力，此舉亦可能影響該等土地正就改變規劃用途進行的公眾諮詢。

為此，本人特致函  閣下，查詢  貴署會否考慮因應上述情況展開相關政策局和部門是否涉及行政失當的調查。若會，有關調查工作的具體詳情是甚麼？若不會，原因是甚麼？

盼望  閣下能詳細考慮本人的意見，並盡快採取適當的跟進行動。如有任何垂詢，煩請與本人聯絡。順祝
