陳家洛就華東及朝鮮半島旅遊警示事宜去信行政長官

華東及朝鮮半島旅遊警示

近日，華東地區H7N9禽流感疫情有繼續擴散的跡象，朝鮮半島的局勢亦極不明朗，隨時有爆發全面戰爭的可能。但至今特區政府仍未對上述兩地發出任何旅遊警示或指引，本人擔心市民會因此而疏於防範，更擔心一旦形勢急促變化時，前往上述兩地的港人將會遭受嚴重影響。就此，本人特致函 閣下，建議特區政府重新審視形勢，積極考慮發出外遊警示。

雖然食物及衛生局局長在較早前的立法會衛生事務委員會特別會議上，已清晰表明暫時不會考慮發出旅遊警示，但隨着事件的發展，本人認為隨着禽流感的疫情日漸擴大，政府有重新審視的必要。

就朝鮮半島的局勢而言，歐盟及美國等已發出對朝鮮半島的旅遊警示，加上朝鮮方面已清晰表明會進行軍事行動，爆發全面戰爭的可能性並不能排除，故特區政府絕對有理由發出針對朝鮮半島的旅遊警示。

即使政府當局經研究後仍然認為沒有需要發出旅遊警示，本人認為各教育機構亦應避免組織遊學團或交流團。故本人建議教育局考慮發出指引，建議學校避免組織學生前往華東地區及朝鮮半島。
