批評政府亂花公帑偷步製造輿論

民政事務局局長今天以書面答覆本人就政府宣傳短片提出的質詢時，刻意隱瞞在報章刊登廣告推銷應對升中人口下降措施的具體開支資料，亦未有說明為何政策仍未落實，就偷步播放有關政策的宣傳短片。對此，本人感到相當不滿，並認為：

1. 在報章刊登廣告必然動用公帑，政府於2010年6月9日回覆陳淑莊議員的口頭質詢時，可以列出投放於政制發展的宣傳開支分項數字；故政府當局現時推說未能就有關開支提供統計數字，更未有解釋原因，顯然是在隱瞞有關數據；政府當局必須盡快公開有關數據，讓公眾透過本人的問題監察政府的開支。

2. 政府當局根本沒法解釋為何在未落實具體政策，亦非正進行公眾諮詢的情況下播放關於新界東北發展計劃和長者生活津貼的宣傳短片，政府當局必須就此作出說明。

3. 電子媒體已讓不同的官員解釋政策和聽取市民意見，政府要透過播放宣傳短片或刊登廣告推銷政策，證明官員的溝通能力十分不足。

4. 政府表示在立法會審議長者生活津貼撥款前播放有關宣傳短片，並不會對與立法會的關係產生負面影響，完全是一廂情願的想法，政府當局必須面對現實並作出修補。

5. 政府當局必須立即檢討播放政府宣傳短片的安排，恪守公共政策制定的程序，尊重立法會的憲制地位和功能，而不應將之作為政治或偷步宣傳的工具。
