抗議城規會限制市民表達意見

本人今早出席城市規劃委員會(下稱：城規會)會議，就中區新海濱用地改劃為軍事用地表達反對意見。對於城規會主席周達明限制每位發言者的發言不可超過10分鐘，本人認為並不合理，因有關時限並不足以讓就上述議題作充份準備的發言者闡述其分析和意見，有違城規會會議體現「充分聆訊」的原則。本人極度質疑城規會主席周達明是根據甚麼法理依據作出限制發言時間的決定。

本人今天除了以個人身份發言外，亦獲得另一市民授權代表他就同樣事宜發言，即使按照主席的不合理時限安排，本人理應獲20分鐘的發言時間，惟在20分鐘過後本人仍未能完成整個陳述，在繼續發言時即遭主席強行關掉麥克風，中斷本人發言。故本人聯同其他發言者離場以示抗議。

對於周達明主席強行終止本人的發言，本人感到極度不滿，認為周主席根本沒理據作出有關決定。本人已經去信周達明主席，要求他就限制發言時間和中止本人發言的決定道歉。本人亦已去信立法會發展事務委員會，要求立即召開特別會議商討上述事宜，確保在相關聆訊結束前糾正不合理的發言限制和安排。

本人保留一切法律權利，追究城規會主席涉嫌濫用權力和角色衝突的問題，並呼籲所有準備前往出席此城規會會議，就中區新海濱用地規劃表達意見的市民，在城規會糾正發言安排及撤銷所有發言限制前，杯葛有關會議。
