陳家洛查詢公共政策研究項目撥款事宜

公共政策研究項目撥款事宜
中央政策組的公共政策研究項目撥款的審批，一直是由中央政策組委託大學教育資助委員會轄下的研究資助局負責。近日，中央政策組突然宣佈會自行處理有關撥款的審批工作。此決定迅即引起學術界的疑慮。學術界認為現行機制由獨立的研究資助局審批撥款，審批準則完全是基於研究項目的學術價值，是學術和研究自由的體現；如果改由中央政策組審批有關撥款，加上中央政策組首席顧問邵善波近日的言論，將會使審批過程滲入政治考慮，對學術自由構成衝擊。
為此，本人特致函  閣下，建議事務委員會就改變公共政策研究計劃撥款方式對學術自由可能構成的影響進行討論，並盡快安排納入議程。同時，本人建議邀請相關的政府人員、中央政策組前首席顧問劉兆佳教授及前全職顧問練乙錚先生出席會議回應各委員的查詢，並提交相關的資料文件供委員參考。
盼望  閣下能盡快回應上述查詢和建議，並作出適當的安排。如有任何垂詢，煩請隨時與本人聯絡。順祝
