陳家洛查詢有關港鐵夏愨公園地盤發現古蹟事宜

有關港鐵夏愨公園地盤發現古蹟事宜

據今日報章報道，港鐵早前在夏愨花園的南港島線金鐘站地盤進行工程時，在地底掘出疑似1840年代海堤及威靈頓炮台遺址。港鐵及後委託獨立考古顧問考察後，認為石塊不完整及零碎，且位處金鐘站擴建的主要施工位置，基於安全及實際情況不能原址保存；港鐵又指在古物古蹟辦事處（下稱「古蹟辦」）同意下，決定以照片、繪圖及文字方式記錄及保存石塊。古蹟辦亦回應指該辦事處了解後認為石塊並非威靈頓炮台一部分。就此，本人有以下查詢：

一、 古蹟辦處理今次發現古蹟事件的程序為何？請以表列形式並按時序列出包括收到港鐵通報、古蹟辦到夏愨花園進行考察及批准港鐵繼續進行金鐘站擴建工程等過程的詳情；
二、 古蹟辦到夏愨花園實地考察的結果為何？其發現是否與港鐵委託的專家的發現一致？請同時提供相關考察報告副本供本人參考；
三、 古蹟辦容許港鐵在發現古蹟及遺址的地盤繼續施工，及不原址保存該遺物的決定，是由甚麼人士，憑甚麼理據作出？該決定是否經過古物諮詢委員會討論及確認？若否，原因為何？
四、 古蹟辦沒有主動向外公布今次疑發現古蹟及海堤遺址的原因是甚麼？

今次發現古蹟事件備受社會關注，冀　閣下公布現時發現上述石塊的確實地點，並履行作為古物事務監督的責任，要求在肇事地點進行詳細的考古研究，避免具歷史價值的古蹟及遺址遭受不能逆轉的破壞。
