陳家洛查詢有關特首夫人開設廚餘回收公司事宜

行政長官 ：

查詢有關特首夫人開設廚餘回收公司事宜

根據傳媒報道，  特首夫人唐青儀在本月開設一間名為「Food for Good」的註冊公司。報道指該公司的主要業務為推動本港廚餘回收，當中涉及一份計劃書，具體說明以立法的形式訂立處理食物資源和廚餘的目標。由於  閣下在參選特首時的政綱及在任其間多次指出處理本港的廚餘問題是特區政府的主要任務之一。為此，本人特致函  閣下提出下述查詢：

(一)  特首夫人在開設該公司之前，  閣下是否知悉？  在開設公司之後，  閣下有否即時作出申報？若有，有關詳情是甚麼？ 在過去一個月的行政會議內，當中的議程有否涉及討論本港的廚餘處理政策？如有， 閣下有否採取任何行動，避免出現利益衝突？

(二)  根據傳媒報道，涉及的公司在計劃書中提及會進行政治游說活動。特首夫人或該公司的人員有否從不正式的途徑，得到政府內部文件或涉及有關政策的敏感資料？若有，這是否涉及嚴重利益輸送的問題？

(三) 若報道屬實，事件會否涉及有人以其身分的特殊性，運用與 閣下的關係和權勢向外界籌款？若有， 閣下如何處理有關的利益衝突？詳情是甚麼？特首夫人是否涉嫌濫權？

(四) 就以上的回覆內容，今次事件是否已違反「防止及處理潛在利益衝突獨立檢討委員會報告」中提出對特首處理潛在利益的建議？

盼望  閣下能盡快回應上述查詢，並採取適當的跟進行動。如有任何垂詢，煩請本人聯。順祝
