陳家洛要求嶺大追究失職責任

監管不力  縱容濫收
要求嶺大追究失職責任

嶺南大學校董會就嶺南大學社區學院及嶺南大學持續進修學院嚴重超額收生事件成立的調查委員會今天發表報告，指負責代表嶺南大學監管兩間自資專上院校的嶺南大學副校長陳增聲及已辭職的嶺南大學持續進修學院院長馮培榮需就事件負上主要責任。本人認為有關調查報告雖然已彌清事件的責任，但對於嶺南大學校董會未有繼續跟進調查結果感到遺憾，調查報告中提及的部份情況更使本人感到震驚，深感現行專上課程的質素保證制度形同虛設。本人認為：

1. 陳增聲副校長既然被點名指需要為事件負上主要責任，嶺南大學校董會應該就此採取嚴肅的跟進行動甚至作出紀律處分；嶺南大學校董會主席陳智思表示不會再採取其他跟進行動，等同縱容犯錯的管理層，有失職之嫌；

2. 調查報告表示嶺南大學兩間自資專上學院有課程未經聯校的課程質素監察系統審視便開始招生，顯示現行的專上課程質素保證機制形同虛設，政府當局必須盡快考慮設立監察自資專上課程質素的機制；

3. 調查報告表示有未符課程最低入讀資格的學生獲取錄，且未有獲得安排修讀任何附加課程，此舉乃漠視最基本的教學倫理，形同歛財；有委員更表示超收學生並非為大學賺錢的說法，實在令人難以信服；

4. 事件僅為冰山一角，多間自資專上院校均涉及超收學生情況，此問題若得不到正視和解決，將對整個學界構成影響；本人將透過不同的渠道和場合跟進自資專上院校的監管政策。
