陳家洛議員就Nord Anglia Education計劃上市事宜去信教育局局長吳克儉

Nord Anglia Education (NAE)計劃上市事宜

有傳媒報道指英國私營教育機構Nord Anglia Education (NAE)正計劃上市集資，且香港為考慮中的上市地之一。NAE較早前已獲  貴局批出藍田前聖言中學校舍作開辦私立國際學校之用。鑒於NAE一旦上市，必須透過賺取利潤向股東負責甚至派發股息，其運作肯定將以純商業模式運作，  貴局向該機構批出政府擁有的校舍，引起政府推動教育商業化的觀感。

為進一步瞭解  貴局就上述事宜的跟進情況，本人特致函  閣下提出下述查詢：

(一)  貴局是否以比市價優惠的價格向NAE批出校舍用地；若是，有關的條款詳情和批地理據是甚麼；若NAE按其計劃成為上市公司，會否影響 貴局與其訂立的批地契約；若會，有關的詳情是甚麼；若不會，原因是甚麼？

(二) NAE在獲得  貴局批出校舍前後的任何時間，有沒有向  貴局提出在香港或其他地區上市的計劃；若有，提出有關計劃的時間和詳情是甚麼；政府當局有沒有因應上述情況作出跟進；若有，有關跟進工入作的詳情是甚麼；若沒有跟進，原因是甚麼；若NAE從來未有向 貴局出上市計劃，政府當局會否因應傳媒的報道採取任何跟進行動？若不會，原因是甚麼？

貴局實在應該因應今次事件，檢討批地予私營教育機構的政策。盼望  閣下能盡快回應上述查詢，並採取適當的跟進行動，確保香港珍貴的教育用地不會成為商業機構牟取巨利的工具。如有任何垂詢，煩請與本人聯絡，謝謝！
