陳家洛譴責城規會漠視民意 割讓海濱

城市規劃委員會今天通過把中環海濱一幅原為公共休憩空間的0.3公頃土地劃為軍事用途，本人對此感到極度遺憾及憤怒。對於城規會漠視反對改變規劃的民意，本人必須予以強烈譴責。城規會的決定等同把該幅土地割讓予解放軍駐港部隊，特區政府將永遠喪失對該土地的控制權，大眾市民亦將失去完整的中環海濱。

無論在呈交書面意見還是出席會議親身向城規會表達意見的階段，反對改變規劃的聲音均相當清晰，亦是民意的主流。本人亦曾經就中英雙方簽訂的外交協議以及《駐軍法》的規定向城規會作出具體說明，解釋改變規劃對中環海濱和公眾利益帶來的嚴重後果。本人已多次表明若城規會通過政府改變規劃的建議，市民將損失完整的中環海濱，更不能使用該0.3公頃的土地作休憩之用。

本人認為城規會的決定完全是出於政治干預，完全沒有考慮這個決定在法律層面和政府政策方面的問題，政府當局雖然清晰瞭解改劃中環海濱作軍事用地存在的問題，但從始至終並沒有提出解決的方案，此舉令本人感到政府完全是懾於中央政府和解放軍的要求，根本沒有考慮市民的意見和質疑。

本人認為城規會必須清晰向公眾交代是次批准改變規劃的理據，以說明城規會確實以公正客觀的機制審視規劃申請，而沒有受到任何來自政府或中央駐港機構的干預。若城規會未能提出清晰和合理的解釋，本人質疑城規會日後如何取信於整個社會，更未能作出令人相信城規會的獨立性和公正性的決定，本人呼籲該委員會的委員請辭。
