質疑政府推十五年免費教育誠意

本人於今天的立法會會議上提出書面質詢，要求教育局局長公開全港幼稚園的統計數據，以便就落實十五年免費教育的具體政策進行深入探討。可惜，政府當局的答覆表明沒有就部份對十五年免費教育規劃極為重要的數據進行統計。本人對政府當局的回應表示驚訝，並感到政府當局從來沒有就落實十五年免費教育作出充份的準備以回應市民的訴求，教育局局長着實難辭其咎。本人認為：

1.落實十五年免費教育的其中一個重要考慮是校舍的安排，政府對幼稚園校舍的詳細資料,包括面積、性質、屬自置或租用、租金和租約年期等均無統計數據，根本不能進行任何政策研究，政府必須盡快收集並公開有關資料；

2.政府當局並沒有就幼稚園的書簿雜費進行統計，一方面固然對未來落實十五年免費教育的資源估算定下基線(Baseline)，而且對現時幼稚園的規管構成重要的影響；在沒有掌握雜費水平的情況下，政府根本無從掌握幼稚園是否涉及濫收費用的情況；

3.政府當局連相當重要的統計數據也欠奉，足見過去一眾政府官員表示會研究甚至落實十五年免費教育的言論，都是信口開河；行政長官在政綱中表示「盡快實施十五年免費教育」，也是毫無根據；

4.政府當局必須立即交代對實施十五年免費教育的具體工作計劃、政策研究的詳情及時間表，不能繼續讓教育界及市民呆等。
