陳淑莊促請羅致光撤回「突如其來的動議」

勞工及福利局局長羅致光日前在立法會突然動議將《2019年僱傭（修訂）條例草案》在二讀辯論中止待續後繞過內會，轉交人力事務委員會審議。今日羅在局長網誌稱「若立法會議員對於我突如其來的動議有所不滿，我亦只能在此致歉。」

公民黨立法會議員陳淑莊敦促羅致光局長將其歉意化為行動，撤回上述不符立法會《議事規則》的動議，特區政府亦應引以為戒，下不為例。

陳淑莊強調，有關動議明顯有違《議事規則》內明文規定的法案處理程序，所有法案要恢復二讀必須與內會主席磋商，並無歧途，她批評羅致光當日的即興動議，猶如「昨日罵民主派『堵路放火』、今日便變臉致歉般輕浮。」

陳淑莊不滿羅致光至今未清楚解釋其動議如何能夠符合議事規則，早於立法局年代，內務委員會已有共識，事務委員會只跟進政府政策，不能審議法案，「這些在議會檔案中都留有紀錄，是議事傳統，也是程序，絕對有約束力。就算交到人力事務委員會，下一步又如何？經內會是別無他選，不是羅致光口中樂意就跟從，不樂意就可以不跟從。」羅致光如果無法解答這個核心問題，再多解釋都是狡辯，結果是一時的興起開壞先例，除了不尊重立法會正常議事程序，更是破壞整個議事傳統，「尤其他曾任議員多年，如此無規無矩完全是不可思議。」

羅致光也在網誌中透露動議是「先斬後奏」，翌日才於政府內部報告。陳淑莊對此表示詫異，「好難想像政府做事可以如此無規無矩，作為一個團隊，集體負責，共榮共辱，竟然可以一時之快為求政績，不顧一切胡亂動議。如果施政為民，修改法例草擬工作，部門之間根本毋須『競爭』；擱置惡法，行政立法也不會落得今日田地。」
