陳淑莊回應政府當局修訂中區政府合署西座發展方案

漠視反對聲音  修訂僅小恩小惠
回應政府當局修訂中區政府合署西座發展方案
 
發展局局長今天公佈中區政府合署西座重新發展的修訂方案，減低商場的樓面面積，並增加綠化空間面積。本人認為有關修訂純粹是小修小補，完全漠視社會上要求停止出售中區政府合署西座用地的聲音，堅持繼續拆卸中區政府合署西座並發展為商業用途。對於政府一意孤行，本人感到極度遺憾和失望。本人認為：
 
1.      政府當局必須尊重社會要求停止出售中區政府合署西座用地的聲音，特別是保育人士向聯合國教科文組織表達的意見，重新考慮保留中區政府合署西座；
 
2.      政府當局僅選擇性地採納專家於2009年發表的建議。例如報告只提及西座的歷史價值相對較低，卻沒有指西座沒有歷史價值。又例如專家報告指西座即使重建，新建築物的高度亦應與原有的西座相若，但現時政府提出的發展規模，則較現存的西座為高；
 
3.      政府當局絕對有能力在保育中區政府合署西座時，自行做到增加綠化空間，根本沒有需要借助重建政府合署西座達致有關目標；
 
4.      政府當局提及減少商用樓面面積和停車場車位的修訂，早在政府提出重新發展方案之初已能預料，因當時的民意已相當清晰，政府今天此舉不過是為勢所趨而已；
 
5.      政府邀請證監會和港交所遷進重新發展後的中區政府合署西座現址，對推動香港作為國際金融中心沒有起着任何象徵或實質意義；
 
6.      中區政府合署西座重新發展項目的招標工作將以雙信封制進行的安排存在隱憂，因為以同樣方式進行招標的尖沙咀前水警總部項目，在重新發展為1881 Heritage後，其保育效果和營運仍一直備受批評。政府當局應作出檢討。
