陳淑莊回應西灣河開槍及警方聲明

今早繁忙時段，西灣河有警員連開數發實彈重傷一名年輕人，傷及肝腎，目前情況危殆。據現場片段顯示，幾名在現場的年輕人手無寸鐵，警員如果為了維持現場秩序，根本毋須出動槍彈，開槍的交通警反應明顯遠超警務守則，開槍決定更可能是犯法行為。公民黨陳淑莊嚴正要求，涉事警員應即時停職，查明後須接受紀律處分，如涉違法行為更要從速檢控。
上月初傳媒報道，警務處在10月1日國慶前更新了《程序手冊》第29章使用武力及槍械，當時關注點放在六級武力指引，包括容許警員在未有致命襲擊時使用橡膠彈等防暴槍。根據陳淑莊獲得的舊版《程序手冊》，另一重點是舊版第四點，指明警務人員須臨場自行決定使用哪一級別武力，但要在該情況下具正當性（justified in a given situation），而且涉事警務人員需為其行為負責（ officer will be accountable for their own actions）。
然而在10月1日前更新的版本，第四點變成備註，而且刪走了「警務人員需為其行為負責」（ officer will be accountable for their own actions），情況等同網上傳言警方高層為開槍暗開綠燈，縱容警暴無限延展。然而，今早開槍事故發生後，警方即時發聲明澄清，指高層並無下令前線人員可胡亂開槍，更強調「所有警察都必須為自己的執法及行為負責」。
陳淑莊認為，今日的悲劇明顯是高層過去五個月的縱容包庇，導致警暴失控、走向不可挽回的局面，此聲明是要與前線割席，呼籲政府即時成立獨立調查委員會，全面重組警隊，追究五個月來的警暴問題。
