陳淑莊: 政府推動電動車政策左搖右擺 應全面檢視立場續推稅務優惠

申訴專員公署發現，本港電動私家車數目在過去六年增加了1萬多輛，但充電設施卻只增加了600多個，公署決定主動調查，研究政府電動車政策及配套規劃有否欠妥之處。

 
公民黨立法會議員、立法會環境事務委員會主席陳淑莊歡迎申訴專員是次主動調查；她又指出今年2月公布的《財政預算案》突然宣布大減電動私家車首次登記稅寬免額，令市民覺得政府在推動電動車的立場左搖右擺，難以適從，故要求政府借此機會同步檢視推動電動車的長遠發展政策。
 
根據申訴專員的資料，2011年至2017年間，本港電動私家車數目的升幅逾152倍，但同期公共電動車充電器的增幅少於一倍。
 
陳淑莊指出，業界及使用者一直詬病充電器數量不足，更關注充電器分佈不均，擔心因無法補給而在路途中拋錨。陳續指出，不少學者也提出，倘若要長遠發展電動車，應把電動車及充電器數目的兩者比例提升至一比一。陳淑莊建議在申訴專員在調查期間，政府應根據電動車未來發展的情況，去規劃電動車的配套，制訂香港的充電設施比例及分佈，更重要是檢討及確立政府推動電動車的立場，包括在稅務上提供優惠，鼓勵車主轉用電動車。
 
陳淑莊又指，目前平均每7輛電動車爭1個公共充電車位，過半更沿用俗稱「慢叉」的標準充電器，車輛充滿電需25小時，陳淑莊認為政府除在公共停車場增加充電位外，亦應積極鼓勵私人停車場營運者增加充電位，同時在公私營停車場引入先進的充電器，令電動車駕駛者有更多選擇，滿足電動車持續增長的需求。
 
中央政策組已於2015年發表《推廣使用電動車背景研究》報告，詳細羅列了世界各國推動電動車的具體政策。該報告提及北歐國家已建立完善的免費充電網絡，於荷蘭首都阿姆斯特丹路旁設有超過400個充電樁，政府可參考外國做法，按香港需要引入技術及做法。
