「小班教學研究進展」意見書

政府一直以小班教學涉及龐大而長遠財政承擔及小班效能成疑作為藉口，拒絕推行小班。

但過去數年，本地適齡學童人口下跌的幅度往往超出政府預算，以致政府高估小班額外開支，並需逐年作出調整。以2002年為例，政府指若在2010-11年度在所有官立和資助小學推行小班，每年額外開支為36億。隨著適齡學童人口大幅下降，這預算在2004年調低至31億，及後於2006年再次減至24億。

雖然政府不斷調低小班教學的開支預算，但一直未有考慮因適齡學童人口大幅降低所帶來的教育開支減省。故此，政府的預算仍然大大高估了推行小班的經費。
