「珠江三角洲發電廠排污權交易試驗計劃」意見書

政府於2007年1月公佈「珠江三角洲火力發電廠排污交易試驗計劃」(「試驗計劃」)，建議珠三角區內的火力發電廠, 在自願參與的原則下運用排污權交易的彈性，落實減排，以減少整個地區的空氣污染。

公民黨認同政府必須馬上採取有效措施處理嚴重的空氣污染問題，然而對於「試驗計劃」的有效性，公民黨表達了懷疑及建議。
