意見書

公民就《物業管理條例草案》規管物業管理行業之意見書

無論是大型屋苑，或只有單幢樓宇的業主，物業管理公司或物業管理從業員都是不可或缺的。他們既可以協助業主妥善管理物業及物業環境、財務和資產管理，甚至大廈修葺與保養等事項。可惜，現時本港的物業管理行業沒有一套劃一標準，規範物業管理公司及從業員的基本資格及要求，以致曾出現物業管理公司因財務問題結業、挪用法團資金等事件，有些屋苑更無法作出追究。另外，受制於344條例的規定，小業主對工作不理想的管理公司，並不容易將之解僱；況且，因為物業管理公司市場狹窄，可供業主或法團的選擇相對不多，所以，業主只可以無奈地接受不理想的物業管理公司。在我們接觸的屋苑之中，小業主就經常向我們吐苦水。

故此，公民黨認同對物業管理公司及物業管理人員提出發牌制度，以作出規管。我們提出以下幾個範疇：
